The Guardians of New Zealand Superannuation has released its 2025/26 Annual Report, reporting a 14.17% return for the NZ Super Fund, 0.10% below its Reference Portfolio benchmark. Since inception the Fund has earned $22.59 billion more than a comparable passive investor and is projected to reach $200 billion by 2040. A five-yearly review kept the 80% equities and 20% fixed income allocation, while long-term return expectations were lowered.

### [Regulatory Standards Board makes first findings](https://mediarelease.co/nz/mr02088-regulatory-standards-board-makes-first-findings-19102026.html)

Issued by: Hon David Seymour, Minister for Regulation · Original source: https://www.beehive.govt.nz/release/regulatory-standards-board-makes-first-findings

The Regulatory Standards Board has published its first report, finding the Local Authorities (Members' Interests) Act 1968, which governs councillors' financial conflicts of interest, inconsistent with principles of responsible regulation. The Board found the law hard for candidates and elected members to understand, despite penalties including disqualification and criminal conviction. Minister for Regulation David Seymour welcomed the findings, citing cases in Wellington and Nelson.

### [Driving productivity with heavy vehicle changes](https://mediarelease.co/nz/mr02087-driving-productivity-with-heavy-vehicle-changes-19102026.html)

Issued by: Hon James Meager, Associate Minister of Transport · Original source: https://www.beehive.govt.nz/release/driving-productivity-heavy-vehicle-changes

Consultation is under way on 28 changes to New Zealand's heavy vehicle rules, which Associate Transport Minister James Meager says will lower compliance costs and lift freight productivity. Phase 3 of the Land Transport Rules Reform workstream would raise weight allowances, free fire trucks from mass limits and ease timing and route limits for overdimension loads, including on Auckland motorways. Exempting rigid farm vehicles from mass limits is also proposed.

Education Minister Erica Stanford opened eight new classrooms at Northcross Intermediate in Browns Bay, Auckland, on 19 October, built to meet roll growth. She said offsite construction and repeatable designs have cut the cost of a classroom from about $1.2 million to around $650,000, saving more than $330 million. Since mid-2024 the Government has funded more than 1,400 classrooms, with over 500 completed, and 12 new schools.
