The foreign ministers of Türkiye, Egypt, Pakistan and Saudi Arabia, known as the R4, met their counterparts from France, Germany, Italy and the United Kingdom in Istanbul on 23 October 2026. They discussed the US/Israel-Iran conflict, the Israeli-Palestinian conflict, Houthi militia attacks on Saudi Arabia and Yemen's government, and tensions in the Straits of Hormuz, Bab El Mandeb and the Black Sea. The ministers agreed on the urgent need for dialogue, diplomacy and de-escalation, and to continue meeting in this format.

Chancellor John Healey has set out an AI package ahead of next week's Budget, including £165 million for a National AI Biosecurity Initiative with a £100 million AI Biosecurity Lab backed by up to £200 million in model credits from OpenAI and Anthropic. It adds £120 million for the AI Security Institute, £60 million for a National Cyber Shield, a £70 million NERV vulnerability centre, £18 million for a UK Advanced Chip Design Academy and an NCSC AI centre of excellence in Manchester.
