The ministers also reaffirmed support for Ukraine and action against Russia's shadow fleet.

The measure is expected to save £1.2 billion by 2030/31. The department said the powers do not give it access to transactions or spending, and that further Budget measures, including 2,000 extra anti-fraud specialists, aim to save another £1.4 billion.

The Department for Environment, Food & Rural Affairs has proposed phasing out high-concentration carbon dioxide stunning of pigs in British slaughterhouses in favour of more humane methods such as argon gas and automated electrical stunning. A consultation launched on 26 October 2026 seeks views on welfare benefits, costs, feasibility and timescales, and runs until 21 December 2026. Farming Minister Stephen Morgan said the plans would reduce unnecessary suffering, while the Animal Welfare Committee called continued high-concentration CO2 use ethically unacceptable.
