North Dakota Governor Kelly Armstrong presented the Rough Rider Award, the state’s highest commendation for its citizens, to Bismarck-raised wrestling twins Terry and Troy Steiner at a ceremony in the Capitol’s Memorial Hall. The brothers, both NCAA champions at the University of Iowa, are the award’s 51st and 52nd recipients.
