New York Governor Kathy Hochul announced the state's regulated adult-use cannabis market has passed $4.1 billion in retail sales since sales began in December 2022, ranking third nationally. Sales reached $1.41 billion through the third quarter of 2026, with 744 licensed adult-use dispensaries operating. The state said 56% of adult-use licenses went to social and economic equity applicants and $35 million has been committed to community reinvestment grants.

New York Governor Kathy Hochul, New York City Mayor Zohran Mamdani and the Central Park Conservancy broke ground on the $35.7 million North End Recirculation Project to reduce flooding in Harlem and East Harlem. The system will link the Harlem Meer, the Loch and the Pool, keeping about 132 million gallons of water out of sewers and saving 175 million gallons of drinking water a year. Completion is expected in fall 2028.

The campaign, funded by the Governor's Traffic Safety Committee, includes sobriety checkpoints and extra DWI patrols. During last year's Halloween enforcement period, officers issued 44,545 citations, including 1,210 for impaired driving and 8,701 for speeding.

It will be fully complete once service road work finishes later this year.

Comstock & Railworks, with completion expected in the second quarter of 2032.

S.7236/A.7983 bars people prohibited from owning a rifle or shotgun, or subject to extreme risk protection orders, from buying ammunition. Francesco’s Law, A.1962-B/S.9629, requires firearms to be stored in locked containers when not in use and toughens penalties when minors access unsecured guns. It is named for a 17-year-old who died in 2021.

New York Governor Kathy Hochul announced more than $48.5 million in Farmland Protection Implementation Grants for 43 farms, protecting 16,005 acres through permanent agricultural conservation easements, plus $1 million for staff at six land trusts. The Round 20 awards, announced at Heer Farm in Onondaga County, draw on a record $67 million funding pool boosted by the Environmental Bond Act, and more than $15 million remains available. The program is marking its 30th year.

It joins East Harlem’s “El Barrio” and the Harlem Renaissance Cultural District as recognized cultural districts.

New York Governor Kathy Hochul signed A.6790-A/S.6233-A, quadrupling the state personal income tax credit for eligible volunteer firefighters and ambulance workers from $200 to $800 for individuals and from $400 to $1,600 for married couples. The higher credit applies from tax year 2027, so volunteers can claim it when filing in 2028. Eligible volunteers may claim either the state credit or a qualifying local property tax exemption.

New York Governor Kathy Hochul said the state’s Home Energy Assistance Program will open on November 2, with about 1.5 million benefits expected this winter. More than 1.1 million households will be paid automatically through SNAP or Public Assistance enrolment. Citing heating oil prices up 67% on last year, the state has raised base benefits for delivered fuels to $990 for oil, kerosene or propane and $700 for wood, pellets or coal. Emergency benefit applications open January 4, 2027.

New York Governor Kathy Hochul announced the state’s acquisition of nearly 750 acres of open space around the former Shoreham Nuclear Power Plant in Suffolk County, billed as the largest Long Island land acquisition in the Department of Environmental Conservation’s history. DEC bought the Shoreham and Wading River parcel from National Grid for $28.25 million. The land protects pine barrens, tidal marshes and the island’s sole source aquifer, and will gain public parking and trails.

The first funding round seeks administrators for a pre-seed accelerator of up to $8.4 million and a Series A-B accelerator of up to $11.6 million, with a 20% cost share required. Proposals are due 2 December 2026, and the accelerators will open to startups in early 2027.

Governor Kathy Hochul announced an additional $10 million for the East Side Building Fund in Buffalo, which supports renovation, stabilization and infill development of commercial and mixed-use buildings. Hochul said the new funding round is expected to open in the coming months, with preference for key East Side corridors.

Governor Kathy Hochul announced the completion of Medford Gardens, a $40 million, 67-unit affordable housing development for people aged 55 and older in Medford, Suffolk County. Developed by WellLife Network, it reserves 33 apartments with on-site support for tenants leaving homelessness or living with mental illness. Financing includes low-income housing tax credits expected to raise more than $19 million, $11 million in state subsidy and $8 million from state homeless housing funds.

Governor Kathy Hochul and the Metropolitan Transportation Authority marked New York City’s one billionth subway rider of 2026, reached on October 8 at Jackson Heights–Roosevelt Avenue station. The milestone came one week earlier than in 2025 and is the fifth consecutive year it has arrived sooner. The MTA cited average September weekday ridership above 4.2 million and a post-pandemic single-day record of nearly 4.7 million riders on September 23.

Governor Kathy Hochul announced the groundbreaking of a $21.5 million overhaul of the psychiatric unit at St. Joseph’s Hospital Health Center in Syracuse. The project is backed by a $16.9 million state Health Care Facility Transformation award. It will create 22 single and four double rooms, so the hospital can treat up to 30 patients in acute mental health crisis. Completion is expected in late 2027.

Governor Kathy Hochul convened the first meeting of New York’s expanded Interstate Task Force on Illegal Guns at the State Police Academy. Nearly 100 law enforcement representatives from 11 states attended. Maryland and Delaware have now joined the group, which was formed in 2022 to share intelligence on interstate gun trafficking. Hochul said the expansion responds to federal firearm rule rollbacks, and her office credits state investments with a 67 percent drop in shootings in its GIVE communities.

Governor Kathy Hochul announced completion of the Village of Sylvan Beach’s $51 million upgrade of the East Oneida Lake Wastewater Treatment Plant in the Mohawk Valley. The State provided nearly $28 million in grants and more than $23 million in low-cost financing, which officials said will save over $75 million in debt service. The modernised 1970s-era plant serves 8,000 residents across five communities and protects Oneida Lake and Fish Creek.

Governor Kathy Hochul said new fare gates piloted by the MTA at 20 New York City subway stations cut fare evasion by an average of 35 percent. She named the next 20 stations to receive modern gates across Manhattan, the Bronx, Brooklyn and Queens, with installation starting by the end of 2026. The work is part of a $1.1 billion capital plan investment to upgrade fare control areas at 150 stations.
